Don’t count on China

In my meetings with U.S. officials and policy makers on North Korea, many seem to believe that the key to solving the problem lies with China. Their argument is that if China were to fully use its economic leverage on North Korea, the Kim Jong-un regime would succumb to Chinese pressure and have no choice but to change its behavior toward nuclear weapons.
